The Client
The Singapore Government had given a contract to GMR Energy (S) Pte Ltd to design, build and operate an 800 MW Power Plant at Jurong Island, Singapore.
The plant generates electricity for the national grid to restore electricity supply with priority given to the military, rescue and medical efforts amongst others.
The Challenge
All Power Stations of capacity more than 500MW in Singapore are considered key installation category “A” by the Ministry of Home Affairs. This requires the site to have physical hardening measures & a security management system.
A tender was issued by GMRE and 5 companies bid for the job. Lai Yew Seng, ATG Access’s partner in Singapore was one of the bidders and were awarded the contract.
The Objective
As part of the physical hardening measures, perimeter security was required, and two lines of defense needed to be put in place along the main access point – the first around the main entrance, and the second closer to the plant. These barriers were required to prevent unauthorised access and protect against hostile vehicles, whilst allowing authorised vehicles to enter and exit the plant.
The Solution
ATG Access proposed K4 Sentinel road blockers for the main entrance and ATG Shallow Mount Bollards for the second line of defence.
The Road Blockers were placed in a dual-zone, twin-lane configuration with integrated arm barriers and traffic lights to control entry and exit to the main site.
The entrance barriers were integrated into the site’s main high-security access control system.
The perimeter was augmented with additional shallow mount bollards, designed to offer a high level of protection with a low foundation depth.
Lai Yew Seng manufactured and installed the high-security products apart from the HPU which was procured directly through ATG Access in the UK.
The Results
Lai Yew Seng and ATG Access worked together to supply and design a perfect, functional security solution for the high-profile site and ensured that the security controls and integration were bespoke to fit the client’s niche requirements.
